PUBLIC NOTICE

NOTICE IS HEREBY GIVEN by the Town Board of the Town of Canton, that pursuant to the provisions of the Town Law of the State of New York,  a public hearing will be held at 5:30 PM on the 14th day of June, 2023 at the Canton Town Hall, 60 Main Street, Canton New York to consider the adoption of a local law entitled LOCAL LAW AMENDING THE TOWN ZONING LAW AND OTHER LAND USE LAWS. A complete copy of the draft local law is available for public inspection at the Town Clerk’s office and on the Town’s website.
NOTICE IS HEREBY FURTHER GIVEN that all interested persons will be given an opportunity to be heard. Written comments will be accepted by the Town Clerk, [email protected], no later than 3:00 p.m. on June 14, 2023.
This proposed Local Zoning Law would repeal and replace the existing Zoning Law and Zoning Map of Chapter 70 of the Town of Canton Code. The proposed Zoning Law implements the vision and goals of the Town’s Comprehensive Plan adopted in 2019.  The proposed law provides more clarity and direction for property owners, Town staff and the Planning and Zoning Boards; streamlines the application review processes; adds a comprehensive and modern set of definitions and updates land management tools.  It includes a new zoning map and revised zoning districts but ultimately continues to protect the most rural areas of town from “rural sprawl” and protect agricultural land uses; while maintaining the character of the Town’s hamlets and more densely settled areas around the villages.  Portions of the Town adjacent to the Village of Canton and Route 11 corridor will support a mix of land uses that transition to a more rural landscape. The Zoning Update provides a clear process and guidance for land use and development including but not limited to: development of a coordinated review process to ensure projects are properly reviewed for consistency with the Comprehensive Plan and adherence to municipal utility and infrastructure requirements and services; added a tool to establish conservation designed subdivisions as an alternative to a traditional subdivision model to protect open space, farmland and wildlife corridors and potentially reduce the infrastructure associated with new development; updated the solar energy facilities standards including establishing a new, more modest tier of solar installation standards and better protection of prime farmland and soils associated with larger installations; established a Waterfront Overlay to protect the Grasse River, Little River and Harrison Creek and support enhanced access to the rivers for community enjoyment; added access management considerations for new development on U.S. Route 11 corridor to reduce or eliminate new driveways; incorporated design guidance for new nonresidential development to enhance community character;  and updated other provisions related to specific uses, off-street parking, landscaping and screening, signage, outdoor lighting and other supplemental regulations.

The proposed Zoning Law and Zoning Map can be accessed on the Town website at cantonny.gov.  Printed copies are available for review at the Town Clerk’s Office in the Municipal Building.
