Notice of Availability of Draft Environmental Assessment for Secondary Water Source

Notice of Availability – Draft Environmental Assessment: In accordance with the National Environmental Policy Act, the Village of Canton, on behalf of the Northern Border Regional Commission (NBRC), has completed a Draft Environmental Assessment (EA) evaluating the potential environmental impacts of the Village of Canton’s proposal to create a supplemental water source for the Village, including the construction of a water treatment and disinfection system building (the Proposed Action). NEPA requires that federal agencies consider the effects of a proposed action and any reasonable alternatives on the human environment. This Draft EA evaluates the potential impacts that would result from the implementation of the Proposed Action as compared to the No Action alternative.

Project Title: Construction of a Secondary Water Source

Project Location: Canton, New York

Purpose of the Proposed Action: The project aims to enhance Canton’s water capacity to comply with New York State Sanitary Code Subpart 5-1, addressing insufficient capacity. This involves the establishment of a secondary water source and the construction of a water treatment and disinfection system building.

Project Description: The proposed project is located approximately 560 feet south of the NYS Route 11 Corridor behind the EJ Noble Medical Office building at 80 East Main Street, Canton, NY (44.595120 latitude, -75.153092 longitude). The site was selected based on a Hydrogeologic investigation that located a suitable water source on the site. The well was drilled and tested and found to be a suitable source. Test results were reviewed and approved by the New York State Department of Health. A 1,700-square-foot treatment building will be constructed adjacent to an existing 8” potable water production well. The treatment building will house a small lab area, a mechanical/HVAC room, and disinfection and filtration equipment. The project will add approximately 4,000 square feet of asphalt paved access road, 285 square feet of concrete sidewalk, 1,400 linear feet of water main, and 200 linear feet of gravity sanitary sewer. Site restoration in unpaved areas will include grading to proposed final grades and placement of topsoil seed and mulch. The duration of construction activities is expected to be from May 2024 through December 2024. Once completed, the supplemental water source treatment facility will have the capacity to produce approximately 200 gallons of water per minute (288,000 gallons of water per day) from the existing 8” drilled production well. It is anticipated that the Village will use this facility as an emergency water source. Thus, it will likely be utilized less than 2 hours per day during normal operations.
